| Duties |
A district may supply residents with water for irrigation, domestic, industrial, or fire protection purposes and may provide for the development and conservation of water supplies for those purposes. Districts have all the powers necessary to carry out the above purposes. |

• Each appointee shall be a registered voter and owner of real property in the district. |

Pursuant to Government Code Section 53235, if any local agency provides any type of compensation, salary, or stipend to a member of a legislative body or provides reimbursement for actual and necessary expenses incurred by a member of a legislative body in the performance of official duties, then all agency officials shall receive training in ethics. |
